The ASEAN Green Future: Innovative Approaches to Facilitating Sustainable FDI
Facilitating sustainable foreign direct investments (FDI) has become an important objective for economies across Asia and the Pacific. Existing approaches governing the economic, legal and institutional frameworks of investment are gradually adapting in this direction. Investment governance, including investment treaties, national investment laws and investor-state dispute mechanisms, are being revisited, while investment promotion agencies (IPAs) are also re-oriented to enhance investment quality.
In Southeast Asia, countries are ramping up regional cooperation efforts through the ASEAN Power Grid (APG), which constitutes 18 interconnection investment projects and will require approximately $16 billion of investments by 2040. How can ASEAN economies facilitate sustainable FDI for the APG projects going forward? In what way can they improve their investment governance to raise investment quality for the APG projects in the region?
This seminar will host Lisa Sachs, Director, Columbia Center for Sustainable Investment (CCSI) and Bradford Willis, Senior Associate, CCSI, who will present the work of CCSI for assessing the impact and potential reforms for international investment frameworks and explore implications for ADB’s support to APG.

Jong Woo Kang is Director of Regional Cooperation and Integration Division at the Economic Research and Development Impact Department (ERDI) of the Asian Development Bank (ADB). As director, he plays a role as an interface between ADB’s internal and external stakeholders on regional cooperation and integration. He is a seasoned economist with extensive knowledge and experiences on policy and strategic issues. He was Principal Economist at ERDI, Senior Advisor to the Managing Director General of ADB, and Senior Economist at the Strategy, Policy, and Partnerships Department at ADB. He leads the annual publication of Asian Economic Integration Report. Areas of his research interest include regional integration, inclusive growth, macroeconomic policies, international trade and finance, and aid effectiveness. He published articles in economics journals such as Journal of Development Economics, Journal of Applied Economics, and World Economy. Before joining ADB, he was director at the Ministry of Finance and Economy of the Republic of Korea until 2006. He had got his bachelor’s degree in economics and master’s in public administration from Seoul National University, and PhD in economics from University of Washington.
Presentation: Facilitating Sustainable FDI in Asia: Challenges and OpportunitiesLisa Sachs Director, CCSIBioLisa Sachs is the Director of the Columbia Center on Sustainable Investment (CCSI), Associate Professor at the Columbia Climate School, and Director of Columbia’s M.S. in Climate Finance. A recognized expert in international investment and sustainable development, Lisa works across law, policy, and finance to align global investment flows with the SDGs and the Paris Agreement. Under her leadership, CCSI has become a leading applied research center known for its practical, forward-looking solutions to complex global challenges. She received a BA in Economics from Harvard University, and an MA in International Affairs and a Juris Doctor degree from Columbia Law School.
Bradford Willis Senior Associate, CCSIBioBradford M. Willis is a Senior Associate at the Columbia Center on Sustainable Investment. He focuses on integrated policy and financing strategies to accelerate the transition of energy, industry, and natural resource systems around the world. Most recently, he was a Special Advisor to the UN Climate Change High-Level Champions, where he focused on developing sustainable investment mechanisms, shaping regional transition pathways, and bridging public-private action to unlock and scale just, climate-aligned economic transformation. He began his career working on energy transition and net zero related topics for major utilities and energy service providers across North America, Europe, the Middle East, & Africa. In 2021, He began working with the World Economic Forum’s Transitioning Industrial Clusters Initiative supporting the regional decarbonization of hard-to-abate industry. In the lead up to COP28, he was Seconded to the UN Climate Change High-Level Champions to lead their Clean Power & Green Hydrogen before transitioning to high-level advisory on cross-sectoral breakthrough targets for key industries and enabling policy/finance mechanisms. He now advises private sector leaders, national and subnational governments, and multilateral organizations on the structural shifts needed to align investment, infrastructure, and policy with 21st-century climate and development goals. He works across industries, geographies, and intersecting spheres of political and economic influence to bridge sustainable development, finance, and global polycrisis responses. He is on the Steering Committee for the Beyond Bretton Woods Initiative, a Senior Advisor for the UK 30x30 Campaign, and a Global Ambassador for multiple breakthrough technologies advancing major climate mitigation and/or adaptation projects.
DiscussionModerator:Christina Pak Principal Counsel & Team Leader, Law and Policy Reform, Office of the General Counsel, ADBBioChristina Pak works at the intersection of law, economy and ecology. She specializes in international development finance, law and policy reform, dispute resolution and ESG standards and drives thought leadership on sustainable development issues. Christina is currently a Principal Counsel of the Asian Development Bank and manages the Office of General Counsel’s Law and Policy Reform Program which designs and implements legal and judicial reform technical assistance projects across the Asia and the Pacific region. Christina oversees a diverse portfolio in the areas of climate change and environmental protection, gender equality, private sector and public-private partnership development and digital economy.
In her previous role as a project counsel at ADB, Christina worked on complex multi-sector projects across the Central and West, Southeast and East Asia regions. She also served as ADB’s Accountability Mechanism Policy Counsel advising the Board of Directors, Office of the Compliance Review Panel and Office of the Special Project Facilitator. Prior to joining ADB, Christina was a legal counsel and vice president for markets and international banking at a major UK bank based in Singapore and a finance associate at a large law firm in New York City.
She is currently a Steering Committee Member of the IUCN World Commission on Environmental Law and a Member of the Chartered Institute of Arbitrators and is a CEDR-accredited mediator. Christina is a US-qualified lawyer, admitted in the States of New York and New Jersey. She holds a Juris Doctor degree, as well as bachelor's degrees in international environmental studies and journalism.
Panelists:Annette Magnusson Independent Expert, Climate Change CounselBioAnnette Magnusson is an independent expert with Climate Change Counsel. Her practice focuses on international climate law, international investment law and dispute resolution, and the role of lawyers in the climate transition.
Prior to founding Climate Change Counsel in 2021, Annette served as Secretary General of the Arbitration Institute of the Stockholm Chamber of Commerce (SCC). She has more than 25 years’ experience in international law, including from global law firms, and led the crowdsourcing initiative The Stockholm Treaty Lab.
She co-chairs the Panel of Experts to develop the Paris Agreement Conciliation Annex and is a member of the Task Force on ISDS and Climate Change of the American Society of International Law (ASIL).
Annette is currently engaged as an expert by ADB in the technical assistance program “Strengthening Knowledge in Regional Trade Agreements and International Investment Agreements for Greater Regional Integration and Promotion of Sustainable Development Goals in ADB Developing Member Countries” (TA 10067).
Len George Principal Energy Specialist, Energy Sector Office, Sectors Department 1, ADBBioLen George is a Principal Energy Specialist with the Energy Sector Group of the Asian Development Bank (ADB). He has previously worked in ADB’s South Asia Regional Department from 2009-2020 where he processed and implemented ADB loans, grants and technical assistance and has experience of covering India, Bangladesh, Maldives, Nepal and Bhutan as well as support on regional energy connectivity projects. He was also part of the ADB’s Pacific Regional Department from 2020 to 2024 where he supported small island countries on their decarbonization and energy access engagements.
Prior to ADB, Len was a senior manager with one of the Big 4 consulting firms where he worked on due diligence for private sector investments, regulatory capacity building and advising on projects for ADB, World Bank and DFID, UK. He has a bachelor’s degree in electrical engineering from Delhi University and a post graduate diploma in management from the Indian Institute of Management at Ahmedabad.
Rolando Avendano Economist, ERCI, ERDI, ADBBioRolando Avendano is an Economist at the Economic Research and Cooperation Department of the Asian Development Bank. His research focuses on financial and international economics, with an emphasis on regional integration, competitiveness and foreign direct investment.
Prior to joining ADB, he worked for the Organisation for Economic Co-operation and Development (OECD) in Paris, France. He was partnership coordinator of PARIS21 (OECD Statistics and Data Directorate), economist with the Director’s Office and the Americas Desk (OECD Development Centre), and research associate with the OECD Trade Directorate and Economics Department. Previously, he was a lecturer at the Engineering Faculty of University of Los Andes (Colombia), and research associate at University College London (UK).
A French and Colombian national, he holds a B.Sc. in Industrial Engineering from University of Los Andes and a Master and PhD in Economics from the Paris School of Economics (PSE).
